Grain receipts and storage at grain elevators: how it works
What an electronic grain receipt is, how to obtain one on qoldau.kz, what protects the holder and how to compare elevator tariffs.
What a grain receipt is
Under the Law of Kazakhstan “On Grain”, a grain receipt is a warehouse certificate in the form of anuncertificated issue-grade security. It entitles the holder to receive from the grain elevator the quantity and quality of grain stated at issue. Since 23 July 2016 receipts have been issued only in electronic form and recorded in the state register of holders.
How to obtain a receipt
- Get a digital signature (EDS) at a Public Service Centre or via eGov.
- Register on the portalqoldau.kz, which runs the electronic grain receipt system.
- Deliver the grain to alicensedgrain elevator. The elevator will weigh the lot and determine its quality.
- Agree the quantity and quality parameters with the elevator. The receipt will be issued electronically, and you can print a statement on the portal.
What you can do with a receipt
- sell the grain in full or in parts without removing it from the elevator;
- split a receipt or merge several;
- pledge it to a bank or financial institution as loan collateral;
- put it up for trading;
- redeem the receipt when the grain is shipped out.
What protects the holder
- Only a licensed grain elevator may store grain and issue receipts. Without a licence, a business may not even call itself an “elevator” or “grain receiving enterprise” in advertising.
- The law provides for aguarantee systemfor receipt obligations through a guarantee fund. It protects holders if the elevator fails to meet its obligations. The terms of elevator participation and the payout procedure are set by the competent authority. Before delivering grain, ask the elevator whether it participates in the guarantee system and whether its liability is insured.
- Local executive bodies inspect the actual availability and quality of grain at elevators and can suspend a licence.
- An elevator storage agreement is a public contract: the terms must be the same for all depositors.
Storage tariffs: what to go by
There is no single state tariff. Each elevator sets its own prices for intake, drying, cleaning, storage and load-out. There are no reliable nationwide figures for 2026 in open sources, so compare the price lists of elevators in your area. The Agency for Protection and Development of Competition checks whether tariffs are justified: by its data, in 2025 tariffs at a number of elevators fell by up to 25% after the agency stepped in, and in Turkestan Region 20 grain storage facilities revised their prices after an antitrust inspection.
Checklist before delivery
- Check the elevator's licence on elicense.kz.
- Request the full price list: intake, drying per percentage point of moisture, cleaning, storage per month, load-out.
- Clarify how natural loss is written off and who pays for conditioning.
- Be present when samples are taken and keep a control sample.
- Grain stored at an elevator must be reflected on qoldau.kz: check your receipts after every operation.
